"The time being close at hand when the numbers of those who are to form the First Body of Colonists will be ascertained, preparatory to their sailing for the Settlement, the Council of the Society of Canterbury Colonists has taken into its consideration the relation in which the Society stands to the whole body of settlers, with a view to its reconstruction upon a wider basis [. . .] It has, however, become evident, in the progress of the formation of the Colony, that an imperative necessity will soon arise for some distinct and intelligible mode of expressing the collective views and feelings of the Colonists" - page [1].
